IMPACTS OF DEVOLUTION IN KENYA
By Adon Okeyo
Devolution is the delegation of power to a lower level especially by the central government to the local or regional administration for instance county governments.
The 2010 constitution of Kenya is the turning point in the country's history as it reconfigured balance of power by devolving power and responsibilities from the national government to the county governments.
In Kenya, among others Odinga is seen as one of the bigger forces behind devolution which is enshrined in the constitution as an essential part of Kenya's governance system.
Below are the impacts of devolution in Kenya on different sectors.
Impacts of devolution on health sector
1.Devolution has made it possible for county governments to design innovative models and interventions that suit the unique health sector needs in their context.
2.Allows sufficient scope to determine their health system and citizen priorities.
3.Devolution allows county governments to make autonomous and quick decisions on resource mobilization, subsector resource allocation and spending and management of arising issues.
Impacts of devolution on agricultural sector
Due to the devolution of agricultural activities, county governments provide extension services, funds, inputs such as fertilisers and credits for agricultural activities and this has led to an increase in food production which has greatly improved food security and enhanced income in most counties in Kenya.
Impacts of devolution on education sector
Devolution has great impacts in the education sector in Kenya more so in public institutions.
There has been schools upgrading and more students and more students have benefited from bursaries.
Since students' performance is affected by the administration functions, devolved government has undertaken various interventions to ensure that school going children attend schools such as parent and student's sensitization, provision of basic facilities and lunch programs.Early childhood education has been made smooth through devolution.
